I'd wager a guess and say that the hook up to the ladder is for stability only.
I'd definitely want a second rope for that work. I've climbed many times with only one rope but we hardly ever actually use the rope. It's just there, we never put weight on it.

If I was sitting in my harness like that for an extended period of time, I'd definitely want two ropes or some rated attachment points where I'm working.
