That raised centre seat is an Ambulance type clipboard/run sheet locker, which has a centre seat pad fitted, it would have held the radio sheds and freqency information, that vehicle at that price is a gift
as they don't come that complete very often now, and as Phoenix has stated one of the rarer ones with the tool set behind the seats, could have been a relay vehicle.
