I work as part of the finance team for a chain of luxury stores and recently I feel like we can be saving a lot more in terms of energy and water. I have talked about this idea with my superior and he told me that any changes to how our company is ran must be agreed upon the President and different heads of the company first.
Now, I managed to interest our head of finance with my idea and he has given me a budget to spend on making a detailed proposal. I am now in my planning stage and I've thinking about where I should start first. I want to make it so that we can minimize our carbon footprint. Our head of finance has agreed that this will make our company's image better and possibly attract more customers.
Any suggestions or advice on how I can go about achieving this?

What sort of luxury store? Are we talking a retail environment, luxury services, something completely different?
Depending on the product, lighting would be a good start for the electricity side of your proposal...
Consider the usual 'carbon neutral' packing of products if applicable.
There are consultants out there that can help. Getting someone involved early (even if just for review of a specific site) may give some pointers.

Any job with a big responsibility like this should start with the basics . Air have you considered Air , Every thing on this planet that lives has to use It ! Plants , insects , animals " including us " we use It . Just think if you cut down on the use of air , how good would that be for the planet . I mean It can't last for ever , It just stands to reason , It's just not sustainable . So start there , and build on this concept , You could be on to a winner , let us know how your getting on !!.. "I God I trust................all others bring data". Get some smart metering installed and accessible by you. From that you can see what's being used where.
Once done you could incentivise the stores to compete for energy efficiency.
Research NABERS ratings. I see you're in the U.S. I know there's plenty of energy efficiency schemes over there.
HVAC will be your biggest cost. Look at how you can make it more energy efficient with econ mode, control setpoints, turn off or down reheat.
Water could be harder but there are plenty of options depending how you use it.

If this is a larger company and you have to win over people you are not know to suggest a good start is the corporate power point presentation.
5 slides first page the why and what you are on about, next 2 pages the detail of how, last page the how you will achieve and what it represents for the company.
At the top of each slide max 2 lines to sum up the slide. You should understand the presentation from these words alone.
Put in next the appendix. As many slides as you need to give the detail to back up the story in the presentation. This is not just the detail but also answers to questions you think people will ask. .
Sounds easy however have seen too many which have too much information and the story is lost.
Is useful to help you build the story and to keep your focus.
Check out leed for environmental and sustainable buildings, they getting pretty big in USA for building standards.
Just think of all the AGW jollies you'll be able to attend at exotic locations around the world.
Start with suggesting a wind farm on top of the building with 300' blades, that should get you a couple of invites to gabfests then take it from there. The world of taxpayer funded fun is at your feet.

Have some of these put in at the front of each store - enough to power a display showing what the company is doing to reduce its carbon footprint etc .
