The outer ring on the Dampner, with the timing marks, is laminated to the inner section by a rubber ring. This ring can wear and allow the outer section to rotate.
Grab the outer section and clamp the inner and see if you can move it rotationally.
You could also rotate the engine again and make sure you are on the compression stroke of #1, check when everything is aligned, flywheel and crank snout keyway, etc, that #1 valves are fully closed, Regards Frank.
