EURO 4 compatability is as simple as upping the boost to get more air flowing through and a stomping great DPF. if you cant get the oxides of nitrogen down you add an EGR.

Individual EURO 4 compliance testings easy, you just get an emissions test done. you get A common rail diesel engine for the cost of an emissions test and Its either stolen, siezed or been set on fire.
