Ask the dealer to show you the service checklist for the 20,000klm service if I'm not mistaken it says part of the service is to rotate the tyres if required (note it doesn't say balance which still gets charged).

The hand book for my 2010 Puma says the same thing.
The dealer offered to rotate my tyres during my 30,000km services last week. I told them not to rotate the tyres, as per the book. Balance and wheel alignment only please.
When I picked it up, the service report included a tyre rotation.....

The only issue I'd have is if your running directional tyres, you can't change sides.
