I understand there's a rib running across the roof at that location. ie where the two sheets of the roof lining meet and are held up by plastic "Xmas tree" clips inserted into the cross rib.
In that case it should be possible to insert a couple of rivnuts/nutserts into that rib without penetrating the roof. Just need to get the measurements right re their location.
Alternatively, use bloody big self tappers or pop rivets to hold the bracket on.

Oh, forgot to mention...when drilling the cross rib, make suré you don't drill too deep! Maybe best to put a sleeve on the drill bit to restrict its penetration'.

I usually use one of the first two approaches in the video on this page, first one if I am confident, the second one (the dowel) if I really don't want to stuff things up!
