btween the tank pick up and the injector pump you ccould have a blockage or leak.

the waste gate might be sticking wide open test it with compresed air on its feed line if it opens and closes its not stucked.

you might have a blockage or leak in the boost compensators sense line.

Find the small hose that comes off the aluminium side of the turbo. Disconnect it from the turbo and hook an air compressor to it. Pump 15 psi into the pipe, first listen for leaks. If it holds pressure then see if the wastegate arm (between turbo and engine block) moves when the pressure is released and re pressurised. Next with the air pressure at zero, remove the plastic air pipe from the back of the injector pump. Put air pressure into the pipe again, it should come out of the one you just disconnected from the injector pump.
See how that goes, then we translate the next test :p

Almost but not quiet...

when you test the compensator and test from the turbo side take the line off on the turbo side of the engine not the injector pump side. If you test it at the injector pump your bypassing the pipe that runs from the turbo to the pump and thes sometimes rub though on the back of the donk.
its hihgly unlikely butif you still have the stock astegate/compensator plumbing it could also be a blockage at the front of the Tpiece.
