I think any change to the number of seats fitted by the manufacturer requires approval unless it is temporary as the vehicle is approved for sale in Australia with a certain number of seats. Any change to searbelts definitely needs approval as it is a safety issue.
I removed mine recently and fitted a storage system for a few trips. I asked the same question to a mechanic mate of mine here at work that does mod plates, and another mate is who is a police officer and the both told me that the police don't really care, but if I ever get pulled over by the Queensland Transport, (Scalies) just say "It's only out on a temporary basis for a holiday that I am doing in the next few weeks".

Yes I was told that temporary removal was OK as long as the searbelts were left untouched.
Good part about it is, there is no time definition listed on "Temporary Removal"
