Unfortunately not - it's obscured by the spare tyre if you were to look at it from 45 degrees from back right (crude drawing below - rules are has to be visible from 90 degrees up down and 45 left right at 20m).
If the Constable had just told me to remove ladder and not noted it was in breach of that rule I probably would just have gotten a half ladder, but given a note has been made about it it's going on the spare! (And then I can reinstall my full length ladder also which I have a table mounted off).
I'm not sure if a stock defender with a 235 wide tyre/no swing away arm is in breach (I have 285s and a swing away arm which adds some fat to it) and frankly I wouldn't be concerned or bothered even if it was slightly obscured. You'd be super super unlucky to get pinged on that.
I.e. a good idea and it probably would be fine but because I've been warned I personally won't risk it. For anyone else I think it'd be unlikely you'd be done just on the angle rule alone.

I've moved mine down to the cross member in preparation for a ladder. Easy to extend the light wiring to. Fits between the tow bar and watertap/hi-mount jack hole.

I have a full length ladder too. I relocated the number plate and bracket to the drivers side as well as the light. The light had to mounted upside down to clear the spare tyre when the door is opened. I will try to post a photo soon.
Thankfully I had my tools with me and was able to remove the ladder on the spot

I have an '86 County-Isuzu wagon with the usual door mounted spare wheel and plate in the position as supplied by Land Rover. One officious Transport Inspector at one of their roadside random stops took exception to this and told me I would get a defect ticket and two weeks to fix the item and present the vehicle for inspection at a police station. I told him the vehicle was stock standard as supplied by the manufacturer and complied with the ADR's in force in 1986 so therefore it complied now. I also intimated I was prepared to see him in court over the matter. His supervisor intervened and told me to move on.

Great thanks - bought a set to play with - my only concern is the way they are wired you can't hard wire them into anything unless you cut slots into the holes in the plate & mount and I don't know of any plugs that will fit back out through the bolt hole (when trying to remove the whole plate unit).
I suppose not such an issue so long as keep plate on the spare wheel mount and can just have a plug from that mount.
