I just added post to another thread in this Defender, etc forum entitled "wolf rims refurb" about having rims galvanised , rather than painted or powder coated. Included more detail that the first reply that also effectively recommended galvanising.
I know it's not the colour you were seeking, but this is how I prepped my 130 rims for the Perentie.
1. Sandblast, rub down with 240 grit wet/dry.
2. Phosphoric acid dipped, wiped dry.
3. 2 coats etch primer, dry 1 day, light wipeover with 400 grit wet/dry.
4. 2 coats Protec Alkyd Enamel. 400 grit wipeover between coats.
5. Allow 1 week to cure hard before fitting tyres.
I just give them a wash, and every 18 mths or so quick wipe over with turps then a coat of satin black epoxy enamel, with the tyres on. I then carefully wipe the tyres to remove a little overspray.
