Vic laws are similar, but less restrictive.
Max motor power must no exceed 200W, but no speed restriction stated on the vicroads website for e-bikes.
seriously, 10k/h is a bit stupid really! ... even young kids seem to travel at about 20k/h on most bike paths nowadays.

Bike path rules in NSW to slow walking pace near pedestrians and ring bell.even young kids seem to travel at about 20k/h on most bike paths nowadays
On any bike paths I have been on this is completely ignored.
20Kmh is enough to kill an old person.

LOL! you have to see the numbskulls riding the bike path near me in Brusnwick(Melb) to believe what they do!
I had one a while ago, I drop my daughter off at school in brunswick, and then I go off and do whatever. One of the ways to get to wherever is via a train crossing.
The bike path follows the train line. It's also a pedestrian path and marked as such.
This one idiot one day must have been doing 50k/h or more, I was crossing the train crossing(me in car, on road .. being normal) .. this idiot came at the crossing point, him to cross the road and stay on the bike path.
A pedestrian was coming along a footpath at 90° to the bike path with a blind corner due to a building.
I immediately saw that he was going to hit the girl(maybe 20 or so) so I moved across the train crossing and to the left between a car and parked cars, he saw me and ****e'ed himself .. I could hear him swearing his head off.
Had I not 'blocked' him from coming through, for sure he'd have hit the pedestrian in some way.
A few weeks ago, on my normal road to work, there's a bike path marked on the LH side of the road .. plenty of room for cars and bikes to not mix. I was fourth in line at the red lights.
This guy was doing maybe 40k/h .. could have been more.
I saw him coming from a fair way behind.
Dual cab ute in front of me stopped short of where he'd normally line up at the queue at the red light, due to a woman doing a left turn in front of him into a laneway.
She moved slowly as dual cab allowed her the room. I honked my horn for about 2-3 sec to scare bike man coming up, but he didn't budge from his 40ish k/h coming up to red lights!
Not more I could do for mr bike man, and inevitably he ran into the woman rightly making her turn in front of mr dual cab.
Mr dual cab got out of car to help and chatted with lady doing right turn to give her his details as a witness(for her side).
Mr bike just had to slow down a small amount had he'd have had the ability to react just that little bit better to the predicament he got himself into. Bent front wheel!
Some people are just hell bent on proving Darmin's theory to be 100% correct!
