Hannibal ladder problem

One of the steps on the Hannibal roof rack ladder is directly in front of the number plate light.

I can see me one day damaging the light. What to do?
Any one else had this problem?

Noticed that the number plate is partially obscured, which would be illegal in SA.

I thought that the bottom fixing should be attached to the top of the tub (see http://www.hannibalsafari.com.au/library/pix/ladder400.jpg).

Mind you, the instructions are pathetic, but then so am I.

The top of the ladder fits into the gutter and the clamp goes on "upside down".

Will post pics when all finished.
