We know that a D3 bull bar will fit a RRS with some modification. I assume the same applies to a ARB winch bar. So can any one tell me if the modifications are structural to the bar or just cosmetic.

If cosmetic what are the compliance issues in fitting to a RRS given that structurally the front of a D3 is the same as a RRS. Could you assume that compliance applies to both or would some sort of ruling have to be obtained - who does the complying?

I appreciate structural changes to a D3 bar would negate any compliance.

Compliance of the D3/D4 bull bars cannot be extended to a RRS. They are different vehicles, even though the basic chassis design is similar (eg the wheelbase is different, weight is different, height is different etc). So a bull bar would have to go through the compliance procedure again for a RRS. ARB have looked at it, as have LRA and Opposite Lock. Too small a market for the cost of design and compliance seems to be the current thinking.
