What 19inch off road tyres are available for d4 at the moment

Do a search. Plenty of debate on tyres for D3/D4's. Some of it current. Also check out rim threads for further comment.

Try Goodyear MTR's.

Goodyear MT/Rs in 255/55/19 were made specifically for the Land Rover G4 challenge and are in short supply. I have them on my LR4. GY warehouse in California does have 12-13 in stock. You could call up Discount Tire and specifically request them to contact the GY warehouse in Calif. The tires are good, noisy as expected from MT/Rs.
Another thing if you have the $$ to spare would be Compomotive 18" rims from the UK.;)

Robfitz, especially since, like me, you're in Perth, have a look at Gordon's site GOE Australia - Land Rover D3 (LR3), D4 (LR4),FL2 and Range Rover Sport Training and info (http://www.greenovalexperience.com/)
As someone else mentioned, you may be best to get a set of 18" wheels and MTs for not much more than the price of a set of 19" MT tyres.
Gordon (member name GGHaggis on this forum) also provided an excellent list of 18" fitment tyres on an earlier thread here - suggest you use the 'search' function to find it.
Otherwise try one of the local specialist tyre places in Perth like Ian Diffen or the Bob Jane outlet in Claremont or Tyrepower in Subi, both of whom I've found very helpful in the past with different vehicles.
