What lane do they realy want you too use heaps cars change lanes and back again when the second on was visable

We cannot see if the road is two lanes and an emergency lane. That inside lane looks like an emergency lane with the unbroken line. If that is the case, maybe the sign is correct ?

The road has 2 lanes it is on the approach into Gympie from the west.
I saw another dump sign in the Horton Hwy bridge it said ' call 131940 for help as emergency phone are not working' . If you can call from you car when it breaks down why would you be worried about the stupid emergeny phone, you would be risking your life to get out of your car.
