Front Bumper Removal

Hi All,
Started on the Land Rover last night - first job remove the front bumper.
This should be easy I says to myself.
Remove the top 2 nuts/bolts - no problem.
Remove the screws / front horizontal panel that goes from the bumper to below the grill - no problem.
There are 2 bolts each side of the bumper (on the top) attaching it to the chassis rail.
All 4 bolts turn around - but nothing happens.
I can't work out how to remove these bolts - I can't get at them from underneath.
Suggestions? (I didn't want to remove the leaf springs in the hope of getting to the underside of the bolts).
Help! :(

You can actually get at the nuts - they are in a sort of pocket between the spring hanger and the chassis rail, accessible by coming in at about thirty degrees from the front. You almost certainly need an open end spanner, although pointy vice grips may be the go if they want to be difficult, and as usual with any bolts on an old vehicle, liberal use of penetrating oil should be the first step. As a last resort, a good quality cold chisel, preferably sharpened on one side, can be slid up the bottom mount of the bumper to cut off the bolts, but be careful - if the chassis is rusty you may end up with some repairs to do (which were probably needed anyway if this damages the chassis!).

The bolts and nuts may have either Whitworth or AF heads (I think the originals were UNF, but may have been replaced with Whitworth).

There should be two nuts poking through under the dumb irons, accessed from the front not the side.

Mine wouldn't undo, so I drilled a hole through one flat of the nuts and split the nuts with a cold chisel,

the bolts shown above are in a much of standard condition after forty years of corrosion in my limited experience of landrovers, if the bolts are that rusty be prepared for remedial work on the dumbirons

my bumper looked to be solidly mounted
