For anyone that is interested, the Australian Law Reform Commission has just called for submissions to a review of classification. They have produced an "Issues Paper" at National Classification Scheme Review (IP 40) | ALRC (http://www.alrc.gov.au/publications/national-classification-scheme-review-ip-40)
