Yes looked nasty JC. Back seat passengers died and others badly injured. 6 on board so may have been in the small rear seats of a 7 seater. Sounds like the 16 y.o. learner was driving. Geez things can go bad real quick.:(

They can in SA.
Maybe so, but not in Victoria.
I'd see 1 a week on the Princes Highway out my way. Speed cameras are never going to catch them.

As I see it towing, maximum speed and other conditions are attached to the permit. If these permits are recognized interstate, said conditions must also be, ie. if a SA learner is allowed to tow in SA they can do so anywhere that the permit is valid. Digger may be able to enlighten us more.

Camping trip ends in 'terrible' tragedy (http://www.theage.com.au/victoria/camping-trip-ends-in-terrible-tragedy-20110611-1fxuk.html)
Police want to talk to a driver travelling towards them at the time. It's not a divided road there, so I guess they were forced off the road. The two killed were in the back seat which was crushed by the roof.
Not good:(

Police have ruled out speed, alcohol and drugs as factors in the crash, although the major collisions unit is still investigating.very very sad....

Not for collecting money
SPEEDING and disobedient drivers fined for breaking Victorian road rules have delivered a $61 million boost to State Government coffers this year.

However they must observe the laws of the state they are in
"Overseas and interstate visitors"
Special speed limit for learner drivers and riders
In NSW, visiting learner drivers and riders are restricted to a maximum speed limit of 80 km/h. This means that even if you are entitled to drive at the posted speed limit in your home State or Territory, when driving in NSW you must not travel at more than 80 km/h and must observe the speed limit when it is below 80 km/h.
Heavy penalties apply to drivers exceeding the speed limits. This can include the Police immediately suspending at the roadside, your right to drive in New South Wales.
[From towing trailers - NSW RTA]
Learner drivers and learner and provisional motorcycle riders are not allowed to tow.
If travelling to another State, check with the relevant roads authority whether there are different rules. (this would tend to suggest the conditions on the permit may not travel outside the state of origin)

Not yet each state keeps coming up with reasons why they should have different rules:o

Thats interesting thanks Bushie.
In SA, I believe that clause is NOT in, so rules of your permit (there is no Learners Licence) apply in SA. With P plate licences, until recently other states P platers could come here and travel faster than our P platers could!!
National Road Laws? so we are all willing to cooperate on that?
while we are at it....
National water allowances (murray darling etc) are we willing to cooperate on that?
we may be a nation but we still have a colony vs colony mentality for a lot of stuff!
Back on topic, this is always a very very traumatic time for all involved, families, friends, firies (cutting bodies out etc) ses, ambos, police and anyone else who has come upon the scene....
I hope all can start to move forward sooner rather than later.
cheers and in light of this incident, thanks to ALL emergency personnel, volunteers, hospital/medical staff etc etc - this is seen all too often.

Ah, the "Australian Road Rules". :D An oxymoron if ever there was. Say that to a backpacker and they think "Hey, the same rules in Sydney apply in Perth.." Or "How come I can do u-turns at traffic lights in Melbourne but not Bondi?" Will never happen uncle.
On another note, for those with an interest in such things...relative to ALL emergency service workers and aligned with the thread...

Well, in Qld they attach signs to the traffic light poles stating "U turns permitted" no sign - not permitted, ya take ya chances on being sprung :(

Not much chance on being sprung, more camera's than cop's on the road
