new key not working

Hi guys.
I got a 95 hse from a dealer but it didnt have a working key fob with it. Long story cut short i ordered a key from the stealership ( 350 bux...for a bloddy bit of plastic! ). The new key opens the doors and works the ignition manually but the fob part doesn't. I have tried holding the lock button for a few secs while turning the key and all that but so far no joy. Is there anything that i am missing? Does the new key have to be programmed?

reinitialise the key in the door lock by locking and unlocking the car with the key while pressing the buttons.
if that does not work here are some of the problems it may have.
the wrong key has been supplied due to a mixup or lockset change
the remote is not working
the reciever is not working
the door lock is not working correctly
the becm has had brain fade
you are in any area of high radio interference

I think radio interference seems to be the likely cause. I have that problem also in certain areas.
