I have a 3.9 with an elco lpg system on it, it doesn't idle but if you just sit your foot on the peddle you can manually idle it and when going at highway speed it starts spluttering and surging after a while (like 5k) any ideas on how to tune it? or anything else it could be?

Best guess is a vacuum leak before the butterfly for the idle problem, and maybe icing up of the converter for the spluttering 5k later.
The supply hose to the mixer has to be tight at every junction. There has to be no leaks around the blow out device or mixer itself.
Read thru or search LPG threads for more info. The fact that it works sort of on idle and for at least 5k means that you're not far away from it working properly.

Alright thanks i'll give it a go i need some new pipe from the mixer to condenser, thinks it might leak at the ends because its hard and brittle. I redid the pipe to the mixer and put new thread sealant on it fingers crossed it works :)

Once you've checked all the hoses for quality and leaks find the idle mixture screw, IMO the Elko converters have a flat screw recessed somewhere on top of the converter. Adjust about 1/4 turn at a time to look for improvement, in or out until it idles better.
