For two billion dollars, NASA can construct and deliver to Mars a robotic mobile laboratory.
For 1.5 billion dollars, in Victoria, we can't even get a public transport ticketing system to work properly.
There's something so very wrong somewhere.
Can you imagine what we will have if we got NASA to design us a public transport system.

I've just had a look at the NASA site. I'm amazed they got the Rover to Mars:


The area around the landing site has been divided into square areas of interest about 1-mile (1.3-kilometers) wide.

That's a fairly large error! :p
