The instrument cluster test is the second one in the list. I don't think you need to have the menus unlocked to run this one. Some of the others you do need to have entered the car's ID correctly though.
Pardon the obvious question here but did you repeat pressing the left button to get to test 21?
The Right button you seem to have found (it's between the Tacho and the Temp gauge) and the Left button is the Trip Reset one between the Speedo and the Fuel gauge.
OK then.
*Press and hold Right button and turn ignition to first position (I or Accessory)
Display should show "Check Control OK" then a short time later "Test Nr.01"
*Press the Left button and you should see the car info in the display.
Add the last FIVE digits of the car identity number together (NOT all 6!) to get a unique ID for your car.
*Press the Right button repeatedly until you see "Test Nr.19"
*Press and hold the Left button until you see the number matching the unique ID you calculated, then release.
*Press the Right button to select this.
*Press the Left button repeatedly until you see "Test Nr.21" - Reset All Defect Codes
*Press Right button to reset the codes.
Done!
