I'm here.
Welcome to the forum.
I know nothing of Freelanders. Someone who does will be along soon.
Interesting forum name you have. Not a B5 fan by chance?

Tyre selection is limited for the 15" wheels so going 16" is a good option. I sourced some genuine 16" rims off ebay and but BFG AT 225/70R16s which went well.
I cannot comment on chipping a TD4 but it can be done.
Not a lot of mods needed to improve reliability but keeping on top of maintenance and servicing is a must.

with reliability, change the crankcase breather regularly (when these block up they cause the turbo to fail) and also remove the injectors and clean area that sits in the head and refit with new seals ( the injectors seize in the head and if you need to get them out you need to smash off the rocker cover and have the injectors machined out)

thanks for the replys it seems 16" rims arnt easy to find well not in tassie anyway but ive been told that its a falcon stud pattern so if i go 16 then i may invest in steel rims untill i can find some alloys that are sutiable

I bought my set for $120 the lot - here are some but I would tell him he is dreamin WHEELS & TYRES LANDROVER FREELANDER 16INCH - Carramar - NSW - $*499 (http://www.tradingpost.com.au/Automotive/Wheels-Tyres-Parts-Accessories/Wheels-Tyres/AdNumber=AD003882002)
Also dreamin Land Rover & Range Rover wheel & tyre specials (http://www.graemecooper.com.au/wheels.htm)
More reasonable landrover freelander alloy wheels x5 | eBay (http://www.ebay.com.au/itm/landrover-freelander-alloy-wheels-x5-/280970022845?pt=AU_Car_Parts_Accessories&hash=item416b1e4fbd)
At this price you can afford to ship to tassie
I would be cautious about Falcon wheels - you will need to get the correct offset etc.

The rims of the 98 Freelanders will not fit on the 01 ... my wife has a 2001 V6 and the 16" rims from the 98 will not fit ... they foul on the front disc brake calipers. The rims I tried were off a 98 1.8l 4cyl Manual Freelander.
