Why's oil coming out of this?

Any ideas? What is it, some sort of pcp valve?

Rocker cover breather hose. Mine leaks from the other end - on top of the rocker cover. Take the cover off the engine & you'll see where it comes from.

It's for the recirculation of oil fumes from the crankcase/sump pan/rocker cover.... and maybe it is not seated well where the oil film is evident.

Slightly different looking on my 300TDI, but I also had oil seeping out of the breather from the rocker cover. I took it off when I did the valve clearances and resealed it with some RTV silicon. Just try not to get any silicon in the rocker case. A little to seal the breather only.
