Cafe in Dorset Road Boronia / South Bayswater Vic has the same thing.
Very impressive floor, Perhaps its a commercial flooring product, or done by the same mob ???

A couple of buckets of polyurethane resin would likely do the trick...

It is exactly what you think it is
It is an epoxy resin covering. Same as you will find in some Myer stores. Just this time they have done it over paper.
It is the thing of the moment and used a lot in places looking for that modern special look.
Lots of companies that will come around and do it.
But beware you floors needs to be very dry before you put it down and not have any chance water coming up from below. This will make it delaminate and come off the floor. So need to make sure you have a good damp proof course down.
But look in yellow pages and you will see flooring companies who do it.
But not the cheapest flooring in the world but also not as expensive as you would think either.

By the way my day job is as the Dunlop Flooring Qld State Manager and I am a floor layer by trade.
