I can't offer anything constructive other than to say, I hope not!
Mine has definately never had a wiper installed on the passenger side, there is a set of mounting holes there but the cover plate has never been removed.
I guess I'll know when mine goes over the pits in the next couple of months...

Simple answer is no - not fitted as original so not required now.

As above - not required, but you may have to argue the point. Note that turn indicators are not required either, but fitting them would be a really good idea!

Problem is, do you have to 'engineer' the fitting of seatbelts if it never had them fitted ?

Taken from the WA Dept Transport website:
Modify a vehicle (http://www.transport.wa.gov.au/licensing/20500.asp)
...Modifications that don't require approval
Many minor vehicle modifications can be carried out without specific approval, as long as they comply with the applicable legislation. Modifications that don’t require approval include:
Additional lighting
Air conditioners
Air shock absorbers
Alarm systems
Badge bars
Body markings and speed striping
Gearbox (pre 1976)
Mesh stone shields for wind screens and lamps
Mud spats and pebble guards
Optional manufacturer seating
Radio and stereo systems
Rear-view mirrors
Roof racks
Seat belts for pre 1969 cars (no full harness types)
Single tone air horns
Stabiliser bars
Sunvisors
Torque rods and traction bars (not semi-tramp types)
Tyre size and aspect ratio
Venetian blinds and other internal screening systems are allowed, subject to a clear view to the rear...
Seems OK to me to fit seatbelts in WA without engineer or other approval...
(Sorry for the thread highjack mfc).
Cheers,

Cheers,
Thanks for that.
I'd still be concerned about how/where you mount seatbelts in a vehicle not designed for them (although with a Series I you just look at how they mount them in a Series III and copy because little has changed).
In a Series II that I own the upper point for a static lap/sash is just bolted through the truck cab side with no reinforcing plate. The aluminium is quite thin so I wonder how strong it would be.
From VicRoads website "If you make modifications to your vehicle, you must notify VicRoads and they must comply with the Australian design rules" but most mods they list are seating numbers, engine number colour etc.
I'll have to investigate further.

The belts are available locally even places like Autobarn should be able to get them (APV/Klippan part number K1637 should be the one). The issue is the fitting of them to a vehicle that never had them originally.

And the same for seat belts!
Seat belts may have been fitted - I know my 1956 Series 1 had them when I bought it in 1962, but it did not have turn indicators!
