Should we need to return to the Emperor Shun and Yu in China when back in 2281 BC castration was passed into law as a punishment?

A report by the Victorian Mental Illness Awareness Council (VMIAC) reveals 45 per cent of women in the state's psychiatric hospitals have been sexually assaulted in their care.

Moreover, the report finds 70 per cent of women who end up in psychiatric hospitals have been victims of some form of sexual abuse. In fact for many it is the cause of their mental illness.

I'm inclined to agree with you Chucaro, personally I find sexual abuse related offenses utterly repulsive that can never be justified in any way, shape or form.
These people are put in a system because they're vulnerable and they need help, and people turn around and exploit that vulnerability.
Absolutely sickening
