What is their use??

Whilst vacuuming the dog hair from the boot of the Disco2 i rediscovered the two bolts in the floor that a carpet flap covering them. They are positioned next to where tbe seats latch back down to the floor. Any suggestions of their use??

cargo tie down rings?
but if that isn't obvious, maybe some removed the rings and replaced them with regular bolts to plug the holes so no dirt gets in
