G'day guys,
I was wondering if anyone has done or has ideas of how to mount a winch to a steel non winch bullbar?
Cheers!

Depends on what sort of winch and what sort of bar and how handy you are. You can get cradles that are designed to be strong enough to handle the forces of winching.. but some bars are just the wrong shape or simply not strong enough. Warn recommend a minimum of 6mm plate for their high mount, and they are 8000lbs.
IIRC Tigerz sold cradles, but you would want to make sure they fitted and worked properly.
That said, if you have a grinder and a MIG anything is possible

Even a hack saw and a stick welder :p

My County has a standard non-winch bar. I made up a rough cradle to go in the back of the bar and welded it in place, and cut appropriate holes in the original bar for rope and access to the free spool lever and mount bolts.
Pretty easy to do and works great.
Winch is a Warn XD9000.

I did a similar thing to steveG, as I have an alloy bar, so I welded up a frame/ cradle but I also housed the winch at bonnet level ( forgot about the remote control box so it sits a tad high) and ran the cable down and around a large roller and then out through the fairleads in the usual manner. :)
Can be seen at https://www.youtube.com/watch?v=ReTKk1XCIIw. I did have a better video of it but have since lost it :)
Oh, just realised you're using a steel bar - should be a walk in the park!
