This mob have them, but only advertised with rubber boot.
Land Rover Parts - BOOT - TIE ROD END - L/ROV+ROV (Includes spring rings) (http://www.roverparts.com.au/inc/sdetail/11186)
Maybe worth a call to see if they can sell separately?
Cheers

4-Wheel Drives in Blackburn carry the garter springs for both ends of the boot
Four Wheel Drives Pty Ltd, Largest Range of 4x4 Parts and Accessories in Australia. (http://www.landrovers.com.au/)
Don't buy their rubber boots, unless they've changed supplier because they decompose in a couple of years.
A good bearing supplier should be able to get garter springs but they might have to order in a large quantity.

The listing describes them as the 'upper' springs.
Upper & lower springs available from 4 Wheel Drives at $1 each.
