I think HDC was first introduced in the freelander because it didnt have a low box. The defender has very low gears - select your gear, select your descent speed. No need for brake assisted HDC. Although I wouldnt be too suprised if they have put a HDC button in the latest Puma for sales ammo.

There is no button, but I've found traction control works going down hill quite effectively.

Handbrake light flashes due to dodgy wiring/switch, car slows due to engine braking - the two are unrelated and Defender doesn't have hdc.

The Pumas don't have a hill descent control like my old Disco II with the button on the dashboard - instead they have a thing called "anti-stall" and basically you just take your foot of the accelerator and the computer won't allow the engine to stall - it just feeds enough fuel to keep it going and the vehicle just crawls along - surprisingly this still works in 3rd gear out on the highway - it's good in traffic jams because you can just crawl away and not ride the clutch. The downside with the anti-stall - especially using in for descending hills is that the Puma is only a 2.2 litre 4 cylinder - and doesn't have the engine braking capacity of say a 4 litre 6 cylinder motor.
