Probably just the lever mechanism is gummed up. Can you get low range (moving lever all the way forward)?

Next time you are off road put it in CDL and drive around on dirt for a bit and 9 times out if ten it will go in and then be ok after that for going in and out.
Get stuck a bit if not used for a bit and need to be shaked lose

Just trying it in the drive and jacking a wheel up to check if it is in CDL, They will sometimes not go in that easy.

I would try that before ripping the lot apart.

I had the same prob when I bought mine, asked on here & was told to remove centre console (read manual for that) then you'll be at the bare metal. Either spray wd40 (or some-such) &/or put some hi-temp grease at base of shaft (in hollow), then just vigorously (very if have to) move it around.
Worked for mine, I think mine was just a town car before I bought it & CDL was never or not used for a long time so ceased up metal to metal.
Hope this helps a bit :D

p.s. mines also a 96

I done a few things but nothing so far,1 wheel goes when its on the jack. The lever goes into "diff lock" and hi and lo no worries ,but shouldnt the light come on as soon as the lever goes over to neutral diff lock?? The bulb works.

No, generally it will not go into diff lock straight away, you can be lucky. The lever is just putting pressure via a spring. The splines need to line up before the diff lock will slip in and engage. For this to happen there needs to be relative movement between the front and rear prop shafts, driving straight ahead it may take awhile... As a previous poster has said, jack up a wheel and rotate it by hand to check to see if the CDL is actually locking or not.

Cheers

The same problem can occur at the end of the drive,, move the selector but the CDL remains engaged,, reversing usually works. Take Note of the light and dont just drive off into the distance--

Well she's all good working fine, light and all!!! Done a few circle's left, right then backwards a few noises, jacked it up and the wheel was clunking going around. So a bit more circle work, another clunk, jacked it up,another half a turn and she was locked in and light was on.Drove great...Sweet! Thank for advice.

Mine was the same town car, when I bought it the guy I bought if of didn't know what the CDL lever actually did, few sprays with WD40 and in she went.
Read on here someware that you either use it or loose it with CDL, so every time your in soft going operate the CDL.
Do not try this on hard surfaces as mine suffers from windup in a big way. IE wont disengage
