It's reckoned 85% of Perth cabbies are foreigners. And it's getting worse as the Indians take over.
There's plenty of bull from the Gov and others with interest in the industry of the high standards needed to pass the test, but it comes down to "bums on seats" to pay the lease fees and virtually anyone who applies gets a job.
Unlike London and many provincial cities in the UK the returns here for the driver don't make the job attractive to drivers.
That's before they have to put up with the garbage that want to insult/assault them.:mad:
How do I know? I've owned cabs here and in the UK and believe me the public are much the same every where except here it doesn't take many months, maybe years to get your licence.

Stayed in a hotel (old palace) on the hill in Udaipur.
Taking a taxi into town was an experience. As it was downhill the drivers saved money by not turning the engine on and just letting the car (an indian rip off of an old Morris, probably using the old original tooling) roll downhill. Obviously no engine - no vaccuum - no brake assist... Down the hill and straight through a few roundabouts, dodging the odd elephant and cow...
Hairy. But I've felt less safe in some cabs here....

I still have nightmares of the taxi divers in Penang using the door as an air brake going down Penang hill
