The roller fairlead on my Ironman Monster 9500lb winch (older model of the one shown here - Ironman 4x4 Monster Winch (http://www.ironman4x4.com/html/mwinch12.html) ) doesn't spin, as such it has signs of 'rope burn'.

Is this likely due to it being a cheap/low quality roller fairlead and has become jammed up with dirt? If so, any particular brand/model that I should replace it with?
Or does this just happen and they need a regular strip and lube up?

Have you tried to pull it apart? If not, do so and try and clean it. You may find it has el-cheap-o bearings in it, which when you've got it all cleaned up, maybe put some good quality ones in place.
Being generally the first thing to hit the mud, I wouldn't think it would take much to clog them up anyway. So periodical cleaning and a grease, would be a good thing.
Probably not really of concern right now, but the damage to the rollers at present whilst your running steel should be ok, but you'd want to clean them up a bit if you change to rope.

I think they are spinning, this is simple deflection due to the load.
But the regular cleaning / greasing is necessary as Chops told.
