If they really want to cut pollution they shouldn't build cars in the first place :D:D:D.

If you read that article, we are in deep poo poo. China has stated they will peak at around 11 billion tons!
Currently they make anywhere between 7-9.5 so using those "lose" figures the peak could be anywhere up to 14.5 billion tons. That is almost half of the rest of the worlds current emissions(33-38billion tons depending upon source).

This increase of 4billion tons, 10 times Australia's total output, will make any plan worthless.

31% pollution from cars...not really focusing on the issue.

also cars over 14 years required testing every 6 mths made it very impractical to have an old car..now changed to every year...
