Hi franz, it is a crowfoot wrench/socket. They are used for hard to reach nuts or bolts where you can't quite get a straight socket on them.

I'll add that those particular crow foot spanners are flare nut spanners - the minimal opening allows the spanner to get over the pipe, and the extra driving surface provided by that minimal opening allows you to work the flare nut even in quite confined spaces.
Mostly I'd use this type of spanner with a torque wrench.

on top of all of that they are 10 point bi hex crowfoot pipe spanners.

Im not a fan of 10 point bi hex crowfoot pipe spanners single hex is much better.
