I have a car which wouldn't see 15 kms a week on the road..changed the oil a fare time ago.maybe 2 years.checked the dip stick very clean oil like new..is time a consideration on low kllm vehicles..and the oil filter as well.thanks

I'd do it at twelve monthly periods.
I'd be betting on a fair bit of condensation/moisture present as the engine is never properly getting up to operating temp, and I'm talking oil temps, not coolant.

Change maximum 12 months, especially if you live near the coast. Perhaps less important in a dry climate.

And if it does low milage, but mostly decent runs, and looong sits in the driveway in between?

Used oil analysis time ! :D
FWIW, Ag/off road specific engine oils often use a 'vapour phase inhibitor' which in effect 'fogs' the internal components to prevent corrosion during their long periods of down time.
