Does anyone know what plug this is and why it would be taped over. Iv been getting really crap fuel economy so iv had a look under the hood and found that.

I can't place where exactly that is. Can you take a picture of the wider area? And you'd best confirm which engine/year it is too.

Its a tdv6 2005

it looks like the EGR valve.

yea i just cleaned the maf sensor i thought maybe it was the map sensor.

So they have removed some of the egr that's what those blanking plates are and the have pulled the plug on the controller?

The EGRs are down on the exhaust manifold so not EGRs but I believe your engine has the EGRs blanked - the blanking plate is to the left of the pic and the EGR pipe removed, as part of that process the manifold butterfly is normally removed - I think that plug supplies the power and control for the butterfly.

I suspect that rather than removing the butterfly, the blanking kit installer just moved the butterfly to the open position and removed power to the controller to keep it open.

As you have plugged the lead in it may now move to closed position and then open as required but I am not sure what the ramifications are.

My engine is blanked with the butterfly removed and the plug is in as there is nothing to move.

It shows how to remove the butterfly valve.
