Guys,
Attached is an image for defender wing tube kits, as seen on comp spec defenders. I'm intrigued as to whether they are illegal in Australia? Considering you can run a bullbar with side rails. Can anyone please enlighten me/add a link to some guiding policy on this stuff?

Maybe it is how the VSI is interpreted?
Page 8 covers mudguards and bumper bars, and it does say (about bumper bars) "where fitted".

Not sure if these are the latest VSI's for Victoria, and cannot yet find anything of interest for NSW or any other state/territory.

Some stuff about inner guards on page 15, but cannot find anything on bumper bars, or outer guards.
There is some information about extended Flares for guards.

Pete (Psimpson7) on here runs tubular wings and is fully engineered AFAIK.

Easiest thing would be drop round to the MVR pits and ask one of the inspectors when they're not flat out.
I did that when I wanted to know about full stone screens for the front window - you don't see stone screens around much so I thought they might be illegal. Turns out the inspectors have no issues as long as vision is not unduly hindered - they're more concerned about illegal tints.
Best thing would have been to join a couple of us last Saturday off road where no one cares...

Since the defender doesn't have airbags then I can't see a problem, as long as the front of the car is not changed substantially - i.e. I am sure the state authorities would still require you to have a full bumper...
Note Pete's 90 (mentioned above) is still fitted with what would be considered a full bumper:
