Converter lock up

The converter locks up but has a delayed action to it. With my Hawkeye plugged in you can watch MV3 go from open to closing to closed but the converter is not locked up from when it goes to closed. If you play with the throttle a bit it will lock. Once it is locked it stays locked until MV3 is open. It has no logged faults. It selects and changes gears perfectly. Filter and oil changed approx 10000km ago and have reset adaptions. Fluid is at correct level. Its a TD5 in standard form.
My question is, will this be a TC issue or a valve body/solenoid issue, and some recommendations for some more diagnostic checks.

here is mine, i tried everything before replacing the actual problem...
The lockup clutch worn out in the TC
Hawkeye & nano cannot actually tell you this is worn out, only the valves are opening & closing as you already found out.
I even replaced the lockup solenoid at an auto shop, was told they can jam if they get dirt in them, but it was money wasted.
