Lower tailgate adjustment

Has anyone adjusted their lower tailgate? Just noticed mine was sitting a bit lopsided and is scraping on the rear bar slightly at the bottom, can't remember if it was like this before. Also, sometimes the latch on the side which is lower doesn't close properly.

Is it just a matter of undoing the bolts and re-tightening?
