Rust repair under windscreen

G'day, I have some rust on the bulk head under the windscreen frame I need to repair. My question is, if Iundo the windscreen to bulkhead supports, will the frame be able to be lifted(just an inch) so it can be repaired? Also is the rubber easy to remove and should I order another? Cheers

Seems to be in the same place, think its the rubber seal on the hinge lets water in?

I'm thinking I should be able to undo the support bolts, then lift (gently) the roof using a length of timber under the roof above the doors, from one side to other using a block and tackle. Just enough to remove rubber and repair rust.
