Emergency calls using a satellite phone

I have read that even if youhave no remaining pre-paid credit, or are not on a current access plan, within Australia you candial 000 / 112 on a Satellite Phone and still be connected to emergency services.
Further, that this will workeven if there is no SIM in the phone, or its battery is flat.
Some of these seem too good to be true, and I know the old adage about that! However, I am keen to find out from someone who actually knows.
Can anyone tell me if someor all of these are actually correct?
Or direct me to a credible source of information about this?

Dunno about sat phones but I believe it's true for mobiles - except I can't see how it will work with a flat battery.

I thought exactly the same about the battery when I read it, which is why I read it again!
I asked the question of Ausbeacons (AMSA), thinking that surely they would know, but got only the suggestion that I ask a SatPhone manufacturer / dealer.
Like a dealer is going to tell you!

Calling 112 will work without a SIM on a GSM phone, but it won't work without battery. I think that's science working against you there as opposed to technology.

some older nokia phones, you could tap in a number sequence and it upped the power. reserve battery power or something like that. so possible with a sat phone but i suspect it would be limited to by brand model.

when th battery is "flat" its not really flat its at say 20% capacity. this is used to keep the internal clock and stuff going for a while until you get the thing charged. if this runs out the phone turn off an you loose all the settings.

in an emergancy some phones have a feature that will allow you to bypass this feature untill the battery is actually completely flat and the phone totally gives up.
