It's a Safety Devices rack. They weren't sold out here & are very expensive/hard to find 2nd hand overseas too.
Here's one on eBay:
Safety Devices Genuine Land Rover Range Rover 2 P38 Full Roof Rack Ladder | eBay (http://www.ebay.com.au/itm/SAFETY-DEVICES-GENUINE-LAND-ROVER-RANGE-ROVER-2-P38-FULL-ROOF-RACK-LADDER-/231530833976)
I've paid less for a complete running/on the road P38.

There are not Rear Wheel carriers available it seems
So a custom job is the only answer

I'd like to get rid of mine one day. I'm thinking of dumping LPG which will free up the wheel well.
Don't contact me, it's not for sale!

What a smart decision!
Without the tax breaks it used to have, there no point using it in anything other than a BBQ... In all the time I had an LPG Falcon (about 4 months, haha) I think I filled it up twice... petrol is much more betterer!

Since I've retired, I don't do the km anymore - the Rangie gets driven once or twice a fortnight (if that).

Yeah. They're the rails that were a new dealer option. They're available 2nd via scrappers and ebay but they seem to go for good money.

They're fairly rare out here too. I had a set of cross bars hoping that I'd come across the rails soon. I sold the cross bars after searching in vain for a few years.
