Any vehicle can be made into a convertible providing some basic engineering is carried out. It varies in complexity state to state, but a min is the structural integrity of the car must remain the same or better,( not a problem with a defender with its separate chassis:) ) , The seatbelt anchorages must meet current specs, and I think now a roll bar must be fitted. All in all should not be a great hassle :)

Actually Mick, have a look at the price of those things!
For the new cost of a kids pedal car you could buy a full sized convertible land rover perentite, put in power steering, a turbo and ignition key, register it in NSW and give it to the kid in 10 years!!!! :D
DEFENDER PEDAL CAR (http://www.landrover.com/experiences/news/defender-pedal.html)
Expected price 10,000 POUNDS!!!!!!!! , that's just over $20,000 AUD!!!!
