Bonnet hinges???

Hi Everyone,

I've recently bought a 94 softdash that has an issue with the bonnet hinge and spring (torsion bar).
The bonnet is very hard to lift and the panel between the windscreen and bonnet is bent on both sides from underneath denting outwards. This would be due to the hinges pushing up into it.
Please see the attached pic and notice where the torsion bar is. Can anyone tell me what's happened here. Has someone incorrectly fitted the torsion bar and hinges?

rather than sitting on the vertical it should be sitting horizontal underneath .
