tuning up my 1993 defender engine

hi,could any one living in brisbane recommend,a work shop to tune up my 200 engine.......the motor is very sluggish,no pulling power,very hard to get it over 90 k,its not using any oil,or getting hot........just very slow :?: :?: :roll:

Bring it around my place i will have a look at it for you . Will not need a mechanic to look at it.
There is a couple of things i think it can be.
