What Plant Is This? (Part 2)

Okay green fingered brains trust, you did so well last time I have a two part question for you again....

What type of plant is this? And...
If you cut the end of it off (see other photo) will it take to just being planted in the ground? Will it grow okay etc?

We're looking to replace the dead hebe in the back garden with whatever this is. It needed trimming back as it was making it difficult to park the Disco and it seems a shame to waste it.

My guess is a dracena (spelling may be wrong), if so it should root if placed in soil. Also likely to send out new shoots just below the cut.
