Hi Paul I am lead to believe they are alloy strips with plastic in fills where the roof racks bolt to. The rails are held in to the roof via clips, they can be removed by starting at one end and lifting up and releasing the clips. Rave has a brief removal process.
I will remove mine and paint them in 2 pack once I have time.
you can buy pressure pack cans of 1 pack mixed to your colour at a good automotive paint store if you can't do the 2 pack. As it is high up on the roof and not noticed by many passer bys, you could just use a pressure pack of 1 pack and DIY once you remove the rail and get an acceptable job.

I've painted similar surfaces on our Pug 407. It's not hard to make it look heaps better with wet & dry, cans of plastic primer, colour, clear and polish. I got a can mixed at SCA. I also resprayed the L322 grill. Just do it over a weekend. Don't rush or overdo the coat of primer and coats of colour. Clear you load up more. Seriously, I'm the ultimate novice. It's not hard. You've done EGRs etc. Your more able than me.
Good luck.
